. or at least half a cliff. in the senate, the vote was 89- 8. get this. vice president joe biden and republican senate minority leader mitch mcconnell negotiated the compromise that permitted the senate vote. the house was tight. 257-167. here are some elements. income tax rates on the wealthy, up. individuals who make more than $$400,000 per year and couples who make more than $450,000 per year. these americans will pay nearly 5% more in income taxes. capital gains taxes and dividend taxes, up. for those same high earners from a current 15% to 20%. income tax rates unchanged for everyone else. the rates stay the same. unchanged. but middle class citizens will take a tax hit. not in income taxes but higher payroll taxes. social security payroll taxes up 2%. on average, an extra $1,000 a year will be paid into social security by workers who make $50,000 per year. the percentage of u.s. households that will feel the pinch from these higher payroll taxes is 77%. question, why did 151 house republicans vote against this bill? why did joe biden strike a compromise with mitch mcconnell? pat buchanan?

on capitol hill. democrats got out of their meeting with vice president joe biden. the vice president had been is set to the hill to discuss the deal and he spent much of the past 24 hours working out the details with senate minority leader mitch mcconnell. here is what we know about the potential deal as of right now. current bush era tax cuts will expire for individuals with an income over $400,000, also for couples with an income over $450,000. unemployment benefits will be extended. the sequester, automatic spending cuts that would hit a wide range of government programs, including department of defense, will be dedelayed for a two-month period and be paid for with a 50/50 split on tax increases and spending cuts. joining us now is kelly o'donnell what have you learned with the vice president's meeting with senate democrats? >> we were able to talk to some within the meeting, they are in a bit of waiting game, in part because of the legislation, being turned into an actual test that will have the lengtext tha language. and the budget office will give it a score what it will cost the g

by the president to bestow a little favor on hillary clinton. joe biden, who a lot of people also believe really wants to run. and i think he's been sending a lot of signals out there that he's very much interested in getting excited. he's got a lot of big assignments and has gotten a lot of favor from the president of the president of the united states. i think is tiching it a little bit in hillary's favor. the job she ended uptaking was a lot higher profiled in the end than the vice president. which a lot of hillary wanted her to make him his running mate. he gave her an even higher profile in a lot of wayings. and now he's giving her a huge boost in 2016. >> well, my question to you, since you raised, joy u will joe biden quilt if she runs? will he pull out of the race -- if he's in the race for a year or two, will he pull out? >> you know, chris, i think the game between biden and hillary has been this. i don't think they would primary each other. but i think each of them has been trying to put facts on the ground. he's trying to put those facts out there. i think if she makes a strong move
president joe biden takes on a new round of meetings along with attorney general eric holder. first they'll speak with wildlife and sporting groups at 11:45 this morning. on to gun owner's groups including the nra and representatives from the entertainment industry this evening. kathleen sebelius wills attend some of the meetings. it is a big step for president obama's new gun violence task force launched in the wake of the massacre at sandy hook elementary. but it did not necessarily leave many with high expectations. businesses that sell a lot of guns like walmart will also be in on some meetings. those groups are more likely to be influenced by the nra since they're making a big profit off those firearms. and they do not want to appear too entrenched in the white house's anti-gun push. >>> walmart says after the shooting, guns are now one of their highest-selling items. while it does want to help the administration, when that starts to contradict with sales that's where the help stops. the nra obviously has a lot of money and therefore a lot of power going into these talks but gabby g

know vice president biden took in washington. part of his big high profile effort to put together proposals for policy reform after the newtown elementary school massacre last month. there is a lot going on in this photo. the vice president is there obviously in shirt-sleeves on the right side of your screen. immediately to his right, wearing glasses there, that of course is secretary of homeland security janet napolitano. the white house just announced today that she will be staying on for a second term. now the department of homeland security is not old enough that there are traditions yet as to how long people stay on once they have the secretary job. but this be the first time that somebody has kept the gig for two terms, if secretary napolitano stays throughout the president's term in office. of course, to become homeland security secretary in the first place, janet napolitano had to step down from her old job, which was being governor of arizona. we just passed the two-year anniversary of the mass shooting in arizona in tucson. this past week, the congresswoman who was almos
